National and regional government, chambers of commerce and the CEOE foster common policies to promote business internationalisation

  • Extremadura hosts the Inter-Regional Internationalisation Councils biannual meeting, a forum to promote joint policies on international promotion and attracting foreign investment to Spain.
  • The World Bank is set to prepare a report entitled "Doing Business" focusing on the business climate in Spains regions in order to stimulate better practices.
  • To date, 22 regional centres have been incorporated into Spains Economic and Commercial Offices abroad.
All the public and private organisations involved in the promotion of Spanish companies abroad and attracting foreign investment to Spain met in Badajoz, Extremadura, in a bid to strengthen institutional coordination in internationalisation matters. Those who work in this area in all of Spains regional governments, the Spanish Institute of Foreign Trade [ICEX per its Spanish initials] Spain Export and Investment, chambers of commerce and the Spanish Confederation of Employers Organizations [CEOE per its Spanish initials] have studied ongoing joint projects at the head office of the Inter-Regional Internationalisation Council [CII per its Spanish initials].
The Extremadura Regional Government holds the presidency of the Council during this first half of 2014 and hosts the organisations working session. The Council was opened by the ICEX CEO, María del Coriseo González-Izquierdo and the Secretary General of the Extremadura Regional Governments Department of Business Development and Competitiveness, Miguel Córdoba.
The inter-regional forum seeks to coordinate the promotion of the internationalisation of Spanish companies, given the crucial role that the export sector is playing in the recovery of the Spanish economy. Regional government promotion agencies and ICEX-Invest in Spain addressed collaboration for attracting investment to Spain and its regions.

Foreign market coordination
The Inter-Regional Internationalisation Council analysed the process which began in 2012 with the opening of regional government offices outside Spain at Spains Economic and Commercial Offices abroad. In total integration protocols have been signed with twelve regional governments: Valencia, Galicia, Castile and León, Castile-La Mancha, Aragón, Murcia, Cantabria, the Canary Islands, Andalusia, Madrid, La Rioja and Extremadura. Catalonia and the Basque Country both declined the chance to join the programme while the Balearic Islands, Asturias and Navarre do not have offices abroad.
To date, twenty-two regional centres have been incorporated into Spains Economic and Commercial Offices abroad, with another thirty offices potentially joining the programme in the coming months. In total, ninety commercial regional government offices have signed up to the programme.
This measures seeks to reduce public expenditure while improving the coordination of resources focusing on the internationalisation of the Spanish economy.

The regional "Doing Business" programme
Within the framework of the Inter-Regional Internationalisation Council, the regional "Doing Business" project has been launched. The World Bank is set to prepare a report entitled "Doing Business" focusing on the business climate in Spains regions in order to stimulate better administrative and regulatory practices which help to promote business activity and investment.
In collaboration with private affiliates, the World Bank will be measuring a series of indicators such as the procedures and time required to start up a company, planning permission procedures, connecting to electricity services, property registration etc. in the most highly populated city of each region in Spain, and in Ceuta and Melilla.
This project is based on the Entrepreneurship Act and forms a part of the Strategic Internationalisation of the Spanish Economy Plan passed in late February in order to stimulate business competitiveness.
