Improved foreign investor perception of the business climate in Spain
- According to the Business Climate Barometer prepared by ICEX-Invest in Spain and the IESE Business School, Spain is rated positively
- Investment, turnover and employment creation forecasts for 2014 are very positive, reflecting an improvement on last year
The "Business climate barometer for Spain from a foreign investors viewpoint" shows that foreign companies are maintaining their positive assessment of the Spanish business climate, with an average rating of 2.7 out of 5. The Barometer has been jointly prepared by ICEX-Invest in Spain and the IESE Business Schools International Centre for Competitiveness (ICC).
In this its seventh year, the barometer assesses the ratings and importance given by over 230 companies when considering Spains business climate, allowing the identification of the strong points that need to be maintained and the key areas requiring greater effort.
In the opinion of foreign investors, the highest rated areas continue to be infrastructures, human capital and quality of life, followed by market size and access to third-country export markets. Among the most noteworthy infrastructure aspects, Spains high-speed train and its airports are rated particularly highly. The availability of both qualified and unqualified labour is another advantage that Spain has, in the investors opinion. Lastly, as in previous years, the quality of the countrys business schools and its leisure and culture were among the aspects that investors rated most highly.
The Barometer also helps to identify the areas which still require most attention, such as credit and innovation.
As in previous years, investors highlighted areas of action they deemed important, such as fluency in foreign languages and, identified as an area for improvement for the first time, energy costs.
Investor assessment of the labour market improved in almost all aspects with regard to how it was seen in 2012. In specific terms, almost 70% of companies interviewed felt that labour market reform ensured that the employment system and the organisation of working conditions were more flexible.
Forecasts for 2014
One aspect worthy of special mention this year is the improved expectations for 2014 expressed by foreign investors, both in terms of investment in Spain and with regard to turnover, staffing and exports.
Almost 90% of the foreign companies consulted expect to increase or at least maintain investment levels in Spain in 2014. Employment prospects also improved, with the percentage of companies in Spain expecting to maintain or increase staffing levels rising from 70% to 87% in 2014. It is also worth highlighting the fact that 10% of the companies expecting to increase staffing in 2014 plan to do so by more than 25%.
As far as turnover is concerned, 88% of the companies interviewed expect it to remain the same or increase in 2014.
Lastly, as regards exports, the outlooks remain positive, with 93% of companies expecting to maintain or increase their export volume in 2014.
IESE
The IESE (Institute of Further Business Studies) is an educational institution dedicated to the teaching of advanced business studies. The ICC is one of its research centres, its mission being to promote scientific knowledge and rigorous learning in the area of competitiveness and its implications in various fields. Headed by Professor Antoni Subirá and established in collaboration with the Institute for Strategy and Competitiveness under Professor Michael Porter at Harvard University, the ICC places particular emphasis on the European Union and its role in creating a favourable business climate.

ICEX Invest in Spains Executive Management aims to promote and attract foreign investment. Its mission is to promote, attract and maintain foreign investment in Spain, as well as reinvestment from established foreign companies, serving as a reference point for foreign investors and a point of contact for all state, regional and local institutions engaged in promoting and attracting investment. ICEX also undertakes activities which seek to improve Spains positioning as a global platform for business and international investment. Other areas in which ICEX operates include improving the business climate in Spain, working in continuous liaison with other Ministerial departments, companies and business associations in Spain, both Spanish and foreign.
